The Annual Competition Plan for 2024 has already been published - incentives for the business sector, of the new financial support framework (Portugal 2030) for Mainland Portugal. In summary, the main warnings of the incentive systems already opened and to be opened:
1. SICE - Productive Innovation - support for operations related to the production of goods and services, tradable and internationalizable and with high added value and level of national incorporation, related to one of the following areas:
- Creation of a new establishment; - Increasing the capacity of an existing establishment; - Diversification of an establishment's production to products not previously produced in the establishment; - Fundamental change to the overall production process of an existing establishment.
- It is intended to support individual micro and SME operations.
- Non-refundable incentive fee up to 40%.
- Minimum eligible investment of 250 thousand euros.
- Applications until 12/31/2024.
2. SIID - Business R&D - Individual Operations - Includes industrial research and/or experimental development activities, leading to the creation of new products, processes or systems or the introduction of significant improvements to existing products, processes or systems.
- It is intended to support individual SME operations and small-mid cap companies.
- Non-refundable incentive fee up to 80%.
3. SICE - Internationalization of SMEs - Joint Operations - support for operations aimed at gaining knowledge of foreign markets, prospecting and presence in international markets, and promoting international promotion and marketing actions, including the use of web tools.
- It is aimed at public or private non-profit entities, of an associative nature and with activities aimed at SMEs, namely business associations, chambers of commerce and industry, regional tourism promotion agencies and other non-business entities of the National R&I System.
- Non-refundable incentive fee up to 50%.
4. SIID - Internationalization of R&D - Industrial R&D operations on a European scale - support for operations that integrate industrial research and/or experimental development activities, leading to the creation of new products, processes or systems or the introduction of significant improvements in products , existing processes or systems.
- Operations with Portuguese entities promoted within the scope of the following European initiatives of the EUREKA Network must be covered: . Cluster projects and EUREKA Network projects (including projects participating in GLOBALSTARS calls and Multilateral calls); . EUROSTARS Program, from the European Innovative SMEs Partnership of the EUREKA Network.
- It is aimed at micro, SMEs and small-medium capitalization companies (Small Mid Cap).
- Non-refundable incentive fee up to 80%.
- Applications until 09/30/2024.
5. SIQRH - Business Training - for training actions, in person or online, which include classroom interventions, simulated practices or practices in a work context, which aim at innovation and competitiveness objectives, through the specific qualification of entrepreneurs, managers and company workers, to reorganize and improve management capabilities, reinforcing their productivity.
- Exclusive application in the NUTS II regions of the North, Center and Alentejo continent.
- It is aimed at medium and large companies that meet the eligibility criteria and that act as employers, being able to have their own certified structure or use a certified or similar training entity for this purpose.
- Non-refundable incentive fee up to 70%.
- Applications between april and june, 2024.
6. SICE - Internationalization of SMEs - Individual Operations - support for individual SME operations aimed at gaining knowledge of external markets (fairs/exhibitions), prospecting and presence in international markets (prospecting and attracting new customers) and promoting actions international promotion and marketing (promotion actions), including the use of web tools (digital channels).
- It is intended to support individual micro and SME operations.
- Non-refundable incentive fee up to 50%.
- Proposal for applications from May to July 2024.
7. SICE - SME Qualification - Individual Operations - support for individual SME operations aimed at qualifying SMEs in intangible domains with the aim of promoting the competitiveness of SMEs and their responsiveness in the global market, as well as through betting in the qualification and digitalization of business models and production offerings, supporting the adoption of more advanced business strategies.
- Non-refundable incentive fee up to 50%.
- Proposal for applications from May to July 2024.
8. SIID - Business R&D - Co-promotion - aims to stimulate Research, Development and Business Innovation (IDI), integrated with business investment of an innovative nature, with the aim of developing activities from research to production and/or introduction of products onto the market or processes, enhancing productive innovation, arising from cooperation between companies (SMEs and/or large companies) and/or ENESII.
- It is intended to support individual operations of micro, SMEs and small-medium capitalization companies (Small Mid Cap).
- Non-refundable incentive fee up to 80%.
- Proposal for applications from April to July 2024.
9. SIAC - Internationalization - aims to reinforce, albeit indirectly, the business capacity of SMEs for internationalization, with a view to promoting an increase in exports and Portugal's international visibility.
- Support for business associations, chambers of commerce and industry and tourism promotion agencies, public agencies and entities, including inter-municipal entities, non-business entities of the R&I system, as well as other public entities and other non-profit entities.
- Exclusive application in the NUTS II regions of the North, Center and Alentejo continent.
- Non-refundable incentive fee up to 85%.
- The application submission period runs between April and July 2024.
10. SIAC - Qualification - aims to increase, albeit indirectly, business skills, facilitate access to relevant information in the areas of competitiveness and internationalization of SMEs and reduce information asymmetries at business level, facilitate strategic choices and encourage early diagnosis .
- Support for business associations, chambers of commerce and industry and tourism promotion agencies, public agencies and entities, including inter-municipal entities, non-business entities of the R&I system, as well as other public entities and other non-profit entities.
- Exclusive application in the NUTS II regions of the North, Center and Alentejo continent.
- Non-refundable incentive fee up to 85%.
- The application submission period runs between April and July 2024.
11. SIAC - Digitalization - aims to develop an ecosystem favorable to the digital transformation of SMEs' economic activities, in line with what is established in the Digital Europe Strategy.
- Support for business associations, chambers of commerce and industry and tourism promotion agencies, public agencies and entities, including inter-municipal entities, non-business entities of the R&I system, as well as other public entities and other non-profit entities.
- Exclusive application in the NUTS II regions of the North, Center and Alentejo continent.
- Non-refundable incentive fee up to 85%.
- The application submission period runs between July and October 2024.
12. SIAC - Decarbonization - aims to promote a business training ecosystem through collective processes that contribute to improving the environmental and energy performance of companies, with a specific focus on reducing greenhouse gas emissions and energy efficiency .
- Support for business associations, chambers of commerce and industry and tourism promotion agencies, public agencies and entities, including inter-municipal entities, non-business entities of the R&I system, as well as other public entities and other non-profit entities.
- Exclusive application in the NUTS II regions of the North, Center and Alentejo continent.
- Non-refundable incentive fee up to 85%.
- The application submission period runs between July and October 2024.
